The Elevator Pitch

It would be useful to have some event tracing in the new dependency resolver which could help measure improvements/regressions. The recent regression #13943 shows that it would have been useful to measure the number of items queued during graph resolution as well as individual durations of projects. With this tracing we could have our RPS tests catch subtle regressions.
