New organisation request form : CKAN does not handle validation of the URL of Organisation field very well

On the New Organisation Request page (https://data.humdata.org/organization/request_new),
CKAN responds with two conflicting messages about the organisation request when the "URL of Organisation" field is blank. See image below. In a subsequent test, ckan did not allow a url without the protocal part. I put www.google.com and got a 'Please enter a url' message. In the past, this has led to users failing to request organisations.
