all data to TS2

all date weather it come in on TS1 or 2 go to TS 2
I have try below in the setting ini and nothing change.
still going to TS2
I would think its some were in the mmdvm change over

1 = only TS1, 2 = only TS2, 3 = TS1 and TS2

timeslots = 3

setting timeslots does not change anything right now, it's only to report to MMDVM master

i will change behavior to enable for traffic targeting

scenarios:

• in TS2, timeslots=1, arrives on TS1 instead of TS2
• in TS2, timeslots=2, arrives on TS2
• in TS1, timeslots=2, arrives on TS2 instead of TS1
• in TS1, timeslots=1, arrives on TS1
• in TS1/TS2, timeslots=3, arrives on TS1/TS2 per source
