doxygen content should be integrated into sphinx content #19

Zephyr integrates doxygen APIs into the main sphinx docs using breathe using the doxygengroup element..
We should do the same. Target 2023.10.

libmetal has well defined "modules" but open-amp does not. This will need to be addressed before this item will be very useful.

Wont do for 2023.10.

The doxygen content integrates with the look and TOC better than 2023.04 but actual breathe integration has not been done
