Create libretro core

Interesting if it's easy to create libretro core of OpenDriver2:

Like TyrQuake:

It will provide posibility to play it on some emulation stations even like SF2000 (now around 10$ cost including shipment from ali).

It will be awesome to see OpenDriver2 in souch consoles.
For this moment I have no idea how to do it. Let's gather information in this topic how we can do it.
Maybe someone or me will try to do that in free time
