See feature-request.md and bug-report.md for the current templates which have lots of v1 references, and is not optimized for development on openfn v2.

Update these with a proposed new spec template for the team to review and provide feedback on. For reference, see lucidchart for our sprint structure review brainstorm notes.

TIme box this to 30-60 min max to start.
