Updating the README.md and the new INSTALL.md

I created the markdown-readme branch for reformatting the README.md file using GitHub-flavored Markdown and added made a very rough first pass at an adding content, including a link to a newly created INSTALL.md file. These are both in need of some editing by someone who his more knowledgeable about ofp-sdf.
