Apply an operator to a deployment and not to a pod only

Ability to apply an operator at the deployment level.

Describe the solution you'd like

As of now, operators can be applied on the pod level only. However, it is often hard to predict which pod serves a request. Therefore it would improve usability if it would be possible to apply an operator at the deployment level so that data (for example trace, JVM dumps, etc.) is collected from all pods running the deployment.
