Promote Liberty container tags on deploy

Feature Request

We've been asked by some other install tracking tools to mark the deployment of Liberty in the kube environment. I don't know the exact requirements, but there are possibly 3 groups wanting slightly different things.

1. Add annotations to the pod
2. Add labels to the stateful set
3. Not sure of the details for the third.

In the first case there are specific annotations like ProductID ProductVersion which would need to be specific values. These are on the websphere-liberty containers, but not the open-liberty ones. In the second case they just need us to tell them how they can detect us, so we could do what we want. Still digging into the third.

This is mostly a placeholder, there isn't a specific ask, but obviously no one wants to have to do 3 different things for 3 different consumers essentially wanting the same information.
