Allow day-2 operation to be performed to any pod

This feature request is to allow the day-2 operations (gather trace and JVM dump) to be performed to any pod, not just the ones that are created indirectly by this Operator (e.g. the ones that derived from an OpenLibertyApplication CR).

This allows the Operator to become more valuable, as it can help even with "regular" deployments.

There's a few items to be ironed out in terms of scoping which deployments we can actually interact with (security and escalation of privileges in mind), etc, which should be part of this feature design.
