According to https://books.google.pt/books?id=R3-kvZquK9YC&pg=RA2-PA59

Satellite DVB system transmission can use:

one PMT per channel
one PMT to describe multiple channels.

Enigma2 is filtering channels by PMT, so it will fail to filter when one PMT to describe multiple channels.
