Samsung C1860 missing from database but in foomatic-db

I'm not sure how this happened exactly—the Samsung C1860 printer is in the database with an XML file and a manufacturer-provided PPD, but doesn't show up in the webapp. Perhaps someone familiar with this could take a look? The problem affects the API too, which prevents programs from auto-detecting this printer unless they have an offline copy of the foomatic db.
