Open-source deployment with documentation

Currently deployments are confidential and put aside of the public repositories since we leverage internal SNCF tooling. Since we plan to use a our own authentication gateway (See #5339) we can produce a standarized open-source deployment of the tool over Kubernetes using Helm charts.

Goals

• Implement an helm chart that can be used to deploy the OSRD stack
• Automatically deploy an helm repository using GitHub Pages
  • Do we publish it/document it on https://artifacthub.io/ ?
• Write a documentation on osrd.fr with deployment procedure

Acceptance criteria

• Helm chart is created on its own repository: https://github.com/osrd-project/osrd-chart
• Documentation is published on osrd.fr: guides: deployment osrd-website#152
