NXT: steer block with speed "0"

Describe the bug

• If the steer block is set to direction backwards and speed 0 for left or right, no movement is executed by the NXT.
  In contrast: Correct behavior can be observed in the simulation.

To Reproduce
Steps to reproduce the behavior:

1. Import program "issue_steer-0.xml"
2. Click on download and start on NXT
3. See the missing steer block turns, only the turn with a motor block and the non-blocking steer block

Expected behavior

• 4 different curves are expected: backwards, forwards ...
