Many OSS applications seem to use WiX, that is open-source
- It's shockingly difficult to find any half-decent documentation.
  - ~~Perhaps this is enough as a first draft?~~ Nope, not that easy!
  - ~~It comes with a Visual Studio extension that might help.~~ Nope, it doesn't!
Advanced Installer is commercial software but it comes with a free license for OSS
- GitHub Actions integration tutorial
- It seems to have an easy-to-use UI.

Notes:

Most applications seem to use the MSI format. The MSIX format is required to publish to the Microsoft Store, but it comes with limitations.
