An update to the NeuroML 2 specification which would allow synapse positions to be specified relative to individual cells.
The task is outlined in detail here: NeuroML/NeuroML2#18
Basic neuroscience knowledge would be beneficial but is not essential. You would have to read up on neurons/synapses/connectivity.
XML and Python would be required, possibly Java too.
