Buildings are not 'Active' unless another Theme is active #160

Description

The coloring of the building layer is not consistent. Below I will try to give examples.

Places theme 'active': buildings are low opacity + gray. This seems intended.

Places and Building themes 'active': buildings are high opacity + red. Seems intended.

Only building theme 'active': buildings are low opacity + red. Seems broken.

Steps to reproduce

see above images to reproduce. From what I saw, this behavior was consistent across any combination of themes + buildings.
