slurm adapter 内部的部分命令没有尊重 slurmpath #19

adapter 在初始化时需要调用 scontrol 命令，但由于对于 root 用户该命令不在其 PATH中会导致失败。

原则上，在配置了 slurmpath 的情况下，所用命令应该为 {slurmpath}/bin/scontrol, 但目前的实现上并未做此处理。

当前的规避方法为添加至 PATH 环境变量，但更合理的方式应该是尊重 slurmpath 的设定。
