Add menu bar to the webpage for version and technique specific download instructions.
The currently supported R versions are R-3.5.0, R-3.5.1, R-3.5.2, R-3.5.3, R-3.6.0, R-3.6.1.
The techniques are - cloning, ZIP, patch, development docker image and production docker image.
