需求描述 Feature Description

Paddle 无 set_float32_matmul_precision 的实现，代码转换过程中需要中到此实现对应Torch实现为：https://pytorch.org/docs/stable/generated/torch.set_float32_matmul_precision.html#torch-set-float32-matmul-precision

另：当前是否有替代方式实现此功能？
