Develop a Spack package for installing SALT-FM.

Dependency on LLVM 18
- Need to install flang in addition to the other tools.
- The [salt-dev Dockerfile] should have some hints on what components to install
Dependency on TAU (the compiler wrapper scripts should currently support SALT, at least on the main branch)
