Investigate whether it's worth it to use ">" instead of ">="

As @nonergodic has explained in this comment, it might be more gas efficient to replace all the >= CONSTANT statements with > CONSTANT-1.

My only reservation is that this might not longer be relevant intermediate representation becomes a popular way to compile smart contracts. With IR, >= is as gas efficient as >.

Locking. I now understand --via-ir and it's not relevant for PRBMath. Also, as explained in #96, PRBMath users compile the source code using their own compiler configuration.
