Unclear why, but perhaps due to changes in the base Python docker image and/or HDF5, the deploy appears to be unable to find a required HDF5 library, causing Docker build to fail: https://github.com/PolicyEngine/policyengine-us-data/actions/runs/12127594702/job/33813066760
