Uprate health variables with respect to CMS projections

@daphnehanse11 found CMS projections of out of pocket health expenditures, which grows faster than inflation. Let's add that series and uprate our four health related inputs (health_insurance_premiums_without_medicare_part_b, other_medical_expenses, medicare_part_b_premiums, and over_the_counter_health_expenses) by that, e.g. instead of this:
