There is a current issue with the did:web scheme that prevents proper handling of DID documents hosted at URLs with non standard ports.

w3c-ccg/did-method-web#7

This effects the did:web functionality of proof-points. There is a suggested solution, which we could adopt here to support URLs with ports.
