Clentaminator doesn't work

I recently got a raspberry pi 4 and I am using it to run a server for a few friends and myself. I figured how to use permissions and all of the other stuff related to making the server the most vanilla experience it could be. The only problem is that only I can use the clentaminator no matter what. I tried messing around with some other permissions but none of them worked. I then tried giving one of my friends admin and then super admin. Neither worked, he said it worked on his screen but on mine only a couple blocks would be cleansed. I tried rebooting the server afterwards to see if it did work but it didn't. I have no idea where to start with this because I read other discussion boards and followed what they said but nothing worked. If I need to try and reinstall Tshock I will but I would rather try something else if anyone knows what may be causing the problem.

Also, while you're here my server debugger screeches at me to report what are usually collision problems (at least that's what I can assume). Where is a thread that tells me how to do that?
