Add config for including and excluding buckets

It would be helpful to limit which buckets a particular users sees in the file browser. They may have access permissions to a larger set of buckets, but only which to work with a smaller number. Having an include_buckets and exclude_buckets config would enable users or admins to pick which buckets are included or excluded from the top level bucket list.
