Engine needs to be made Case-Insensitive

Similar to the issue I had with modding Sonic Mania, Sonic CD (at least Origins' version) will not run from the Data folder due to it failing to find a file that exists because of a casing issue. It's also referenced with the default casing, so the only way to progress is to duplicate the file.

Edit: Actually, it goes further. I have to duplicate the entire folder, or I get stuck loading level 1. From which point, it fails again, due to it requesting "Sonic.Ani"
