Could use Azure SQL DTO Basic for about $5/month.
Then have a subscription for about 1-4$ /month per user.

Few things we need:

OAuth based encryption key. (may not be possible)
User defined key for extra encryption.
Billing through each supported platform.
Local Journal import and export.
