Currently we are only supporting the information at the top of the page. Originally intended for having different locations in the page controlled from the admin page.

Current implementation as per last commit is to allow a further comment area above the classes list, and allows the changing of location via the admin tool.

Also changes implementation slightly to allow HTML directly in the messages so it will be easier to add <strong> tags.
