What's the difference between an ISAFERunnablePlugin and an ISAFEPlugin?

Currently my idea is that a plugin is a class that must implement ISAFEPlugin so that it can be added/removed to a project, and there will be a couple of additional optional capabilities - e.g. implementing ISAFERunnablePlugin means you can do safe run plugin etc
