To ensure that SFe is widely adopted, we need to make sure that conversion from legacy SF2.0x to SFe works smoothly.

A method to automatically convert legacy SF2.0x to SFe.

Describe alternatives you've considered
Manual conversion to SFe, but no SF editor programs support the SFe format.

Additional context
Bank select values should be left alone and left to separate manual conversion tools. Quirks mode continues to use "XG hacks"/bank translation
