It seems that lxml/libxml2 does not like https. We should look into writing some code that uses requests to pull down localized tmp schemas when performing schemaLocation based validation.

@bworrell Is this a change to this script ?

From quick googling it seems like this stems from a lxml design decision made quite a while ago
