"Bulk Edit" needs improvement for mass-assigning a use case

a common workflow is to assign the same use case to a set of given packages. the current bulk edit requires selecting the same use_case for every item that was previously selected. Some more elegant solution needs to be found as currently bulk does not really provide "bulk edit" (e.g. "do assign use case = X to these given packages") functionality.
