This occurs on the committee page as you zoom out to view each committee page

I believe this occurs because of the body stops shrinking, causing the header and footer to shrink rapidly. I have been unable to get a working solution. the closest Ive got is by copying the css from layout.css (line 12 onwards about the main) which stops the shrinking (with some changes) but causes other issues. I will continue to work on this, but it may be awhile
