Unify citation image upload

For #1472 , I cleaned up the code for the upload of citation images, but didn't touch the other places in the code where this happens (like for the manual upload, or when they are automatically generated at a video upload). It would be better to have one central add_citation_image, similar to add_video, and use that everywhere.
