Problem Description

We have just had to force 22.04 because of Python changes introduced in the combination of Ubuntu 24.04 and Python 3.12.

Proposed Solution

Update Poetry installation to ensure it does not conflict with the system installation of Python and make workflows use Ubuntu 24.04.
