Ioun Stone Mastery in wildshape #1080

I put one of these on in wildshape. The code look correct so I decide to adjust the phase. I changed it to post attributes in this miIounMast in wondrous items. The animal went from 2 prof to 3 prof.

Checked the proficiency adjustment p5CProfBon. Also had to change the phase to post attributes. The prof show up in weapons. Behavior is identical to Ioun Stone of Mastery on skills which make sense considering it's probably the wild shape adjustment skills code.

Changed both the proficiency adjustment p5CProfBon and the Ioun Stone of Mastery miIounMast phase to post-level. Both work correctly in master as well as wild shape. Skills went up correctly as well as the to hit in weapons.
