Medborg syringe not repairing in borg charger

Reproduction: Use the syringe on harm mode to inject someone. Go to the borg charger... and it should repair. Note that this is the only way to interact for many medical modules, due to another bug. If you can't scan, inject, or otherwise use a tool on someone due to them being on a table or lying down, using that tool on harm mode will clear the fault. This report is not about that specific issue however.

When you use a syringe on harm mode, it breaks. "The tip is severely bent, the broken syringe can't be used for much" is the examine text there after. That is working as intended. Any broken modules on a borg, such as flashes being burned out due to EMP, repair when the borg enters a charger. The bug here is that the syringe is not repairing. I assume there is a flag or something missing that should reset it.
