Civs can't walk through unlocked doors

I noticed that civilians that were brought in the PD can not walk through unlocked doors by themselves. If I drag them through the door and in the jail cell and then try to jail them, the jailer script would jail someone else instead of the person closest to me, as if the suspect never goes through the door and is not close to me. This happens at Mission Row, at the rear gate and doors that lead to the hallway to the cells.
