I'd like to introduce a suggestion for Create's controller rails. They would be useful to have more fine control over the speeds of minecart a (e.g. a hopper minecart underneath a farm). It would also be cool to implement a bi-directional mode. They can also make mine carts go faster than their normal top speed, but not by that much. I think these would be a good fit for sc goodies.

An alternative suggestion: implement Iron Chains in sc-goodies (similar to Quark) - these were already in SC2. Add vertical motion to them as well. Then, Plethora-Fabric can implement Minecart Computers, which were also on SC2, and putting kinetic augments on them would allow for fine-grained minecart control.

This is also a good suggestion, though it's not quite as straight-forward (not typical for SC though) If it was implemented, it would be a good idea to implement activator rail detection (Im not sure if that was a thing before?) which would allow a lot more customization.
