tars-web Version:2.4.11，通过扩容按钮进行扩容时，第一次点击会提示系统错误。
复现步骤：

通过“扩容”按钮进行扩容
选择“复制节点配置”
点击“预扩容”
提示：“错误：系统内部扩容”
再次点击“预扩容”，提示“扩容成功”
