Don't force labelling of time between charts with time-between suffix

Users can choose to indicate the existence of a T chart by specifying their own custom title or comment in the measure config or report config.
(Alternatively, the suffix could become an argument to the spcr_make_data_bundle() function, perhaps with a default value of "time-between" or "".)

I'll have a think about this. I'm a bit opinionated and I like the mechanism of a package automatically standardising output so that users have less to think about.
