Table component can display a cropped header

Describe the bug
When the table component does not have any rows it will show the table header cropped on resize, or if the browser window width it is smaller than table header width
To reproduce
Use table component without any rows, resize the browser window to have a smaller width

Expected behavior
The table header should be shown with full width without hidden cells
