Implement the table for the manage counselors

Use dummy data to populate the table for now data will come from a future backend call

Should be helpful in implementing if not you can look into the implementation of the table to make your own (if making your own keep implement it as a component so it can be used on the other tablds we need ) https://github.com/TritonSE/TSE-Constellation/tree/main/lib/organisms/Table
