Change the defaults not to skip the rows here:

TulipaIO.jl/src/pipeline.jl

Line 9 in 6bc433b

_read_opts = pairs((header = true, skip = 1))

This is due to changes in TulipaEnergy/TulipaEnergyModel.jl#993
