Adding snow animations

Description

Task: Adding snow animations to weather.
Feature: Team 2 sprint 3 advanced weather
The current in-game weather changes the screen brightness but has no other animations. Snow animations will be added to give more visuals and juice to the game. This animation is for the snow weather event.

Example (optional)

Minecraft snow is the style we are basing our animations off.
e.g.

• Texture needs to be created for snow animations
