Can get stuck in loop verifying uploads if the file isn't getting onto SB #6

It seems the file upload is failing silently with sbtools. I have altered text on a yaml, and the .xml file should be pushed to SB, but the file doesn't seem to get up there and then verify_uploads isn't true and the target gets wiped and the upload starts again. It stays into a loop.

The way I found out of it was to manually upload the file using the SB UI and then the next time verify_uploads is run, it returns success and the task table is then treated as complete. Weird hack to get around it and unclear to me why this file can't get to SB. This is the second time this has happened. Both with .xml uploads.

This is related to and fixed by your edits to upload_and_record() mentioned in #7 ?

Seemingly? I haven't run into this loop issue at all except for .nc files since the creation of this issue.
