[FEAT] User shall not claim an issue for long

Is your feature request related to a problem? Please describe.
Generally there's a possibility that user claims an issue and not work on it for a long time.

Describe the solution you'd like

• If a user claimed an issue for long time (say 10 days) and didn't link any Pull request, didn't comment anything on the issue, throw a warning sign
• If still he doesn't respond, un-assign the issue for that user after 2-3 days

Additional context
Maybe some database will be needed for this
