The current config options for ThreatOverhaul are far too limiting for me to really use the mod. I'd appreciate it if there were config options for:

  1. Some percentage of citizens (preferably deterministic by seed) to be "Good Samaritans" that don't care who the victim is when choosing whether or not to intervene.
    a. Perhaps also a percentage increase to helping strangers if the citizen is currently holding a weapon, and a higher increase if they have a ranged weapon, etc.
  2. For the response to be more proportional to the crime (so people are less likely to react violently to non-violent crimes, or victim-less ones like moving a trash can on the street).
